MsDeploy.axd returning 404 because of no handler

Not sure how MsDeploy.axd request works. On request tracing, I am getting a 404 error onhttps://localhost:8172/MsDeploy.axd because the request handler was not found. 

I have deployed Web Deploy for Hosting servers 3.6 on Windows 2012.
